Fort Modernization - Fort Pulaski

I am playing as the Confederates. I research fort modernization. Once that research is done, I can modernize all of my forts except for the 2 forts that need it the most. Fort Pulaski off of Savannah can't be upgraded. But if I lose this fort, then the port of Savannah is closed. Also the fort in the channel near New Orleans can't be upgraded. This fort is essential to stop the flooding of New Orleans. Can someone explain why these 2 essential forts can be upgraded.

IIRC these two forts currently cannot be upgraded due to too low supply.
No conquest without labor.

Since supply doesnt flow across water the Pulaski fix should be easy by making it secondary supply. I can't see a solution for the Lousisiana one.

Yeah, you'd basically have to have an HQ close enough to Fort Jackson to raise the supply level to a six. (if you can spare one from the northern front)

I used Bragg to upgrade Fort Jackson because he appears in New Orleans anyway. And Platoonist is right, you got to have the HQ as close as he indicated to provide adequate supply. During an MP game I placed the HQ on multiple hexes attempting to upgrade the fort and the hex that Platoonist showed is the only one that worked. Luckily the Union didn't show up while my HQ was in a vulnerable position, heh.

So it is possible to upgrade Fort Pulaski with an HQ? I thought it was not possible because supply did not cross water and it is an island?

That's correct. Currently, it's not possible. In the game Pulaski is on an isolated island, and the HQ supply boost doesn't cross deep water. So even having an HQ sitting adjacent to Pulaski won't get the supply number there higher than three.

However, as has been mentioned in the past, the island Fort Pulaski occupies is located in the mouth of the Savannah River just north of Tybee Island. It's not miles out in the deep, blue sea. If HQ supply can cross the Savannah River or any river, it seems it should be able to reach Pulaski. (However, I should point out that highway 80 wasn't there in the US Civil War. :mrgreen: )

Fort Jackson is that way because that's where it was built historically, and the geography in that part of the world sucks, nothing more. I don't consider the low supply there to be an issue as historically the fort was manned by soldiers of generally lower quality than were being sent to other fronts, and too few of them at that (again, other fronts to blame).

Fort Pulaski is deliberate. It has to be an island or the Confederates would just recapture it easily after the Union landed there. Historically they made no effort to do so (probably because they couldn't/Union defences were too strong?). At the same time, if the Confederates can't retake it, they have to be weak there, and if they're weak and there's a land connection, Union players are going to just march into Savannah, which again wasn't attempted (at least until Sherman came from the other side) and probably for good reason. Supply-wise, during development it was a secondary supply base for a while, what I found was that it took far more effort than can be historically justified to reduce the place (even without Fort tech being added to the mix). The game's design is built around (among many other things) an assumption that Pulaski's fall is inevitable at some point in the first half of the game - it doing so isn't a problem.

The MPP effects of the capture of Pulaski will also be much less severe for the Confederacy in 1.03 compared to 1.02 too :)
