Military research council thinks it's the air force research council

In my latest playthrough on current beta 1.11.08, I've noticed my military research council has steadfastly refused to research anything but air techs. I've saved/reloaded much to see if it will do otherwise, but it seems quite stuck on it. Haven't seen that happen before. As much as I want propeller and rocket engines to be the very first techs my regime researches, I'm under the understanding that that's not quite how it's supposed to work.

Is this normal, or have I run into a bug?

Refused to research or discover? If it discovered only air techs so far, it's normal, just put more BP into discovery and/or add a dedicated airforce council, that will restrict Military to non-air techs.

Oops, refused to discover, yes. Never noticed it doing this when I haven't gotten my air force research council yet before in previous games. Okay, thanks, I'll get an air force council to work around it.

Seems a bit weird, though -- if it's WAD, I'd suggest it be corrected to avoid or decrease the RNG weight of air techs, at least in early game, since it's counterintuitive, and other basic military techs like automatic rifles and padded envirosuit are much more needed, imo.
