HQ range is still a bit of a mystery to me

It seems to somehow factor movements costs, but I still don't get why some hex are highlighted and some are not... Picture with Grant and radius of 4.
River costs 2, for infantry or HQs. How is it possible for the most eastern brigade ( sandwiched by 2 enemy divisions, but it's fine, we have a plan :lol: ) to be in command?

Command radius ignores ZOC and enemy units even, from the screenshot.
How can the hex south, adjacent to 2 Spanish brigade can be in the radius? The straight line to it is 2 forests, one river, then the end hex, which is plain.

In this thread about command range in the tech support section it was suggested by a dev that there might still be a few bugs in this aspect of the game to work out.
