Everything seems to work just fine, your initial points (start of turn) is 2k and its all used up. Next turn also shows that there will be 2k points and I did end turn to confirm that it shows correct amount, you need to use traffic signs to make more go west, build more logistic capacity or reduce construction as it takes lot of materials with logistic to towns/sites. You can also select SHQ and under unit admin change the traffic amounts.

I believe you just need to go through more interfaces and understand what each means.
(Your other post has only pictures from "current points" view and it indeed shows nothing as you have 0 capacity left, but "bottle necks" views would be better and show you about same information in more useful way, you can see that most of east has about 60-70% logistic capacity unused, but has bottle neck near town and most likely you could cut nearly half of it to help the bottle neck west.)
Current points show what is left after you have used them, and is worst one to use for trying to figure out what is going on.
Initial points will show you how much capacity you had start of turn before it was used.
Preview shows estimates for start of next turn. You can see if you will have more than this turn, if you compare to initial points.
Bottle necks is the best display to use as it shows in black places that dont have all the needed points and colors the rest by percentage capacities used.

Well apparently I have had a fundamental misunderstanding of bottlenecks for quite a while. My thinking was that if a road showed black then it meant nothing could go along that road for some reason. But what you're saying is that it means everything that could go that way did, and there is no more available to send that way.

I concur, after looking it over it seems your logistics system is at its limit. Similarly I recommend upgrading the truckstations in phases as metal allows and when possible to start setting up a rail station at the SHQ to feed some rail heads near the front.
Your empire is getting to a size where truck stations are gonna struggle to push supplies around, but you've kept the road network clean and spaghetti free. So it should be able to muddle through as you upgrade and some micro-ing to force a bigger percentage to the northwest should solve the immediate crisis.
