Do nebulas make ship pilots insane?

One of my construction ship, Tenacious Illusion (very appropriate name, you’ll see) is in a nebula, going toward a ship called Bountiful Relic, to “build” it (?). And where it’s going to do that is in a system located in another empire territory where there’s an independent colony:

But, Bountiful Relic, the ship that “needs to be built”, is one of my private sector’s small freighter. And for an unbuilt ship, it’s very busy:

So, not only does Bountiful Relic not need to be built, it is nowhere near where the construction ship expects to find it:

Is this what’s to be expected of ships going in nebulas: that they lose their freakin mind and become senile? (The construction ship has an ion shield by the way and has been automated since built.)

If it is to be expected, than why do the AI send them in nebulas? Is it itself stuck in a nebula and gone senile also?
