Empires added for Story Events

General Story Events add the Ancient Mortalen Planet Destroyer AI to the game.

Race-specific Story Events add four specific Pirate factions to the game, even with pirates set to none.

The latter makes sense from a story perspective, but clashes with the game settings. If a player choose no pirates at all, that should be respected. Story events that rely on the presence of a pirate faction must either be disabled or enabled by the player.

At the very least, pirates should be added to the tooltip shown when hovering above "General Story Events" in the "Victory Conditions" screen in the game setup. So the player would know that activating story events will come with some pirates at some point.

• Haakonish : The Clan of Superiority
• Mortalen : ---

These pirate factions only appear in a game if their race leads at least one Empire.
