BUG: 1.0.2.39 Beta - Assault HQs

Are you suppose to be able to set LuftFlotte as Assault HQ? Well, you can, but the manual only describes ground units.

I can't think of any benefit to seeing an Air Command HQ to assault. So although it wasn't really intended, I can't think of any harm to the option being there.

This has been in the game for a while. Not sure if it has been officially reported, previously.

For example, the erroneous inclusion of this option and the consumption of admin points is possible.
