If you take into account the several turns of mud and similar, it's definitely possible I think. An average of 45min is not that astonishing: I do mud turns in like 30min maximum. Oh dear me. This has just confirmed why I will never play this game.
I bought it on release a year ago, together with the 500 page doorstop manual.
At least I have an unusual doorstop.

The only thing I've read is a 100 page short manual. I did not read the big manual, because I do not know English. And I translated the short manual for the players into Russian. I usually have to break my turn up over a few days because of the narrow gaming window.
It provides me some time to dwell on what I want to do, but I also spend some time pulling screenshots before, during, and after for AARs that definitely end up making things take longer. Much goes to the cutting room floor, but I enjoy writing the war diary and seeing how my expectations pan out.
Plotting maneuvers is a really exercise now, and the variable MP costs (with weather and combat effects) lead me to phased execution of turns and even more time contemplating.
This game tickles an OCD/organizing itch in me as well.
I encourage my opponents to run a secondary game for pace, and know I’m giving my best effort to challenge them.

I feel the same overwhelming cliff when I want to dive into WitP Admiral’s edition.

WITPAE is millions of times funnier to be honest, but it's also much more click-intenstive, with awful interface organization and many other drawbacks.
WITE-2 seems perfect in terms of interface (WITE-1 was already amazing if you ask) but very much 'cold'.
WITPAE is a we-go, hence the turn is very often funky with many bizarre surprises. Be also ready to have possibly months (in real life) or even years of relative calm, where there isn't much to do.
Now I'm in a PBEM in Oct/Nov 1944 and it's the kind of game which requires you to integrate it in your life for a very long time, just like doing some gym or running every single day for 30m/1h.
And you also have to be very very patient: many stuff blow up in flames during active turns, but there is an awful amount of work behind that. In a PBEM I am now reaping the fruits of decisions I made in April 2018 (!!!!!).
Versus AI is not good. In PBEM is super funny and, I do believe, way more realistic than WITE2 on the strategic and operational level. On the tactical for naval/air operations as well, ground ones are generally considered a weak point of the game.
It's much much much more complicated than WITE-2. More time-consuming. With a much worse information display. And the manual, still huge, doesn't say many things for which you have then to dig the forum, where there is nevertheless a very large and active community.
Someone once said about the game that often is like 'learning quantum physics with a book written in aramaic'. I do agree. But by far the best gaming experience ever had.

I'm afraid I couldn't compare them, as I haven't even started WitP. Just owned it for a while, and intend to scratch the itch some day.
Real Life constrained gaming window has me focused on the games I can 'play' when I can play.

If you are playing with automated or semi-automated air, I think turns can be much faster. For me in those cases, easily less than an hour. If you are trying to get the most out of the air game, I can see 1-2 hours per turn after the first turn. I can't imagine what those folks who are spending 10 hours on a turn are doing, but I'm glad they are getting that much joy out of the game.
