Unable to Merge Units

Hi Guys

In my Japanese playthrough (1941 Small Fleet) I am unable to merge units...which are of the same specialization/have action points etc. I am using Right Alt key (but tried with left as well), but when I hover over the adjacent unit the plus sign does not appear , only green light. Clicking then rm does not merge units, it actually does nothing at all with the units.

Any Idea how to solve this would be appreciated.

Japanese has no rights to merge divisions. That's why. You can only divide an army into two small armies and merge them back later.

Japanese army structure was different from everyone else.

They had these large independent divisions with 20k men and then their regular formations formed into armies.

That is why they are like that.
