1.0.2.41 Beta - Stavropol air base

Playing GC 1941 No early End on turn number 1 as Soviets.

I am in the air phase. And I would like to build an air base in Stavropol.

So, I right click and select Build Air Base command.

But, the game proposes Expand Air Base instead.

And indeed, an air base level 2 is suddenly appearing like if there was an air base there before. Map bug?

Yes, there appears to be a level 2 airbase already listed in the location data for this hex. However, since there is no airbase unit, it's not really active. I don't know if there should be an airbase there are not. I'll move this to the data area. Thanks for the report.

Luftwaffe records show four airbases there (Voroshilov I-IV) - one large airfield, one medium and 2 smaller ones. So we should add airbase units across the main campaigns, the size of 2 is justified.
