Control of the seas but blockade runners failing

I've managed as the CSA player to gain control of the seas (no Union vessels within sight and certainly none within two hexes of the blockade runner zones), there are no successful blockade runners and no progress on the diplomatic front (it's early 1862). What am I doing wrong?

I have no idea just what game that you are writing about. I suggest that you include that and go to the proper subforum if there is one.
