What do the "liquid drop" and "crossed swords" icons mean?

What do the "liquid drop" and "crossed swords" icons mean?

These two icons appear on the screen when units conduct land movement. I can't find in the manual the explanation of what they mean. Thanks.
Only the dead have seen the end of War.
