Early USSR DOW Firing in MP

I searched the forum for an answer but have not been successful in determining the cause of early USSR DOW in MP.
So far MP game has been fairly routine with exception of unexpected Japanese advance in China.

I am tracking on garrison requirements:

Axis Units Required in the East
To prevent the USSR from entering the war before the Axis are ready to fight them, Axis commanders should ensure
that the following criteria are met:
From January 1940
- 2 Axis units are needed within 6 hexes of Warsaw.
- Failure to meet this requirement will swing the USSR by 2% towards the Allies every turn.
From January 1941
4 Axis units are needed within 6 hexes of Warsaw.
Failure to meet this requirement will swing the USSR by 2% towards the Allies every turn.
Both the criteria listed above are cumulative, so from January 1941 if there were less than 2 units within 6 hexes
of Warsaw, then the USSR would swing by 4% towards the Allies.
While the above require a minimum number of Axis units to be in the east, the following requires that there aren’t
an excessive number of Axis units present:
From January 1941
- If there are more than 18 Axis units within 10 hexes of Warsaw, then the USSR will have a 50% chance every
turn of swinging 2-3% towards the Allies.


Additionally, I read somewhere in the forum that the Japanese must also garrison the 6 cities in NE Manchuria to prevent USSR mobilization rates. I could not find the 6 cities that need to be garrisoned.

USSR DOW in February 1941 so unsure exactly what we missed. Thanks for any assistance!

In the center bottom UI push the rightmost button (blue with i on it). It should say something like "toggle map info". If it's on, those cities should be highlighted on the map: blue if you got them covered, red if not. Hovering over them will also give a tooltip with the respective details.

Thanks for that info. I tried that button but I didn't notice any change to the maps or highlighting of names. Tooltips didn't seem to work either - there was no information on that as well.

I am obviously doing something wrong. Any thoughts out there?

Don't see that at all. Will try again but no luck so far. I can see partisans when I hit the P button.

So I don't see those BLUE "I"s - i now get a box that says "this city must be garrisoned within 1 hex to prevent Soviet mobilization." So very odd...

Game is updated.

From what I can tell, the tool tips function does not work in the World at War Naval Mod scenario. Checked the standard version of this scenario and the tool tips will pop up. For WAW Naval Mod, tool tips seem to work on the convoys but not on the cities in Manchuria. No biggie, just thought I was going crazy!

It might be that the Naval War Mod was made before we added tooltips to show the locations in Manchuria.

However, you may still be able to see them because before adding the tooltips I recall making all those locations Partisan trigger points, so pressing the P key on your keyboard is an alternative way of viewing them.

Correct. The Naval War Mod lacks the major updated features from 1.14

This particular discussion should have it's own thread which I'll start once I finish updating it. The NW Mod is one of my favorites and also wondered why I couldn't see many of the excellent new WWW features when I enabled it. I've spent some time digging thru the scripts files and updating but now I wonder if the better solution is to mod the current game with the NW changes, rather than trying to update the existing Community Pack NW Mod.

NW Mod is outstanding. I would love to see this for SC: WWI as well and SC: WWII WIE.
