Production Shortage doesn’t sort properly

In the control center resources section, in the resources tab, filtering on “Fuel and Construction Resources In Use”, sorting on “Production Shortage” doesn’t sort properly. Here’s an example:

Hexodorium and Polymer are both flagged as having a shortage, but polymer (bottom of the list) appears after 6 other resources for which there is no shortage.

Having a sorting option that doesn't sort is already annoying. The additional scrolling required to check all the resources for which there's a shortage is even more annoying.

stock size matters it seems, and I think that's a good thing

If you're implying that the sorting is done on stock size, it isn't. Or at the very least, the sorting isn't done properly on that either:

- Cuprica: 431K
- Osalia: 378K
- Nekros Stone: 568K
- Aculon: 446K

... and this is new, before this worked correctly.
