Spying / Intelligence increments (%)

I want to remove the +1% bonus to research speed granted by having a higher Spying + Intelligence tech. I see there's a way to do this and the manual says changing the Increment value does this, but I want to confirm that my understanding is correct and that this number ONLY affects the +1% research bonus and doesn't affect unit detection.

As a refresher, this is my understanding of S+I tech. Is this all precisely correct?:
1) I believe that each nation normally gets a +1% chance ("ULTRA") of detecting each and every enemy unseen unit, for every level of S+I tech that nation has, regardless of enemy tech, capped at 5%. For example, if USSR, USA, UK all have level 1 S+I, then every unseen Axis unit has a 3% chance of being detected at the beginning of the turn, regardless of Axis S+I tech.
2) I believe it says setting the S+I Increment value for all majors to 0 will set the research bonus to +0% research per turn and I believe changing this number does NOT change the "ULTRA" unit detection chance or affect breakthrough chance in any way.
3) I believe S+I tech also gives the individual nation possessing that tech a certain increase in chance of breakthroughs, regardless of enemy S+I tech.
4)I believe that normally (increment set to 1) that a nation possessing S+I tech gets a bonus of +1% research speed for every level they are ahead of each and every one of the opposing nations in S+I tech. Moreover, I believe only fully mobilized nations count for the "highest-level" S+I tech for a faction.
So for example, if USA hasn't entered the war yet, and S+I tech is as follows:
[ Germany = 2, Japan = 2, Italy = 0, UK = 1, USA = 2, USSR = 0 ]
Then Germany and Japan get +1% research speed, and everyone else gets no bonus?
5) I vaguely remember S+I tech might impose a penalty (-1%) research speed if you're behind, but upon reviewing the manual, apparently this is not the case. Was this ever true in one of the SC games or is my mind playing tricks on me? :)

As an aside, I think it might be best to simply eliminate the +1% research effect of S+I tech, because it's difficult to understand completely and thus it's a bit of a barrier to entry, and moreover it tends to get researched by both sides quickly and thus become a non-factor in any case.

Hi Chernobyl

On 2) by not having S&I research in the game it will prevent the bonus, i.e. if everyone stays at level zero, but otherwise it isn't moddable, so if someone is at level 1 then it will apply.

On 5) there is no penalty to your own research if you are behind. I think this was a common misunderstanding a few years back.

Thanks. I guess I should check out the WIE forums more often, it's the version of the game I haven't played :)

Not at all, but it does seem that was where the concentration of info on research was more often discussed than not, and since there were some good threads/discussions, I purposefully bookmarked them for just such a purpose :)
