FALSE ISSUE - 1.00.081 - port upgrade after patch installation

I have invaded and I was upgrading two ports in 1.00.071 patch. Since I have upgraded to 1.00.081, waiting several turns, these ports don't upgrade. But, I have invaded another port and it is been upgraded.

I wonder if the port upgrade code is supporting a patch upgrade.

So, I am beginning to wonder about the patch itself. In fact, port upgrade will be done for one level and then nothing. Was the code changed on this topic?

I think the frequency of success was lowered by your recommendation. maybe it was someone else.

It works. It is now longer but it works. Good thing to slow down the pace of the Allies.
