Stack value and unit strength

I noticed that the default Allied tank battalion has a stack value of 166, so it's way above the attacking stack limit of 100.

The paper strength of a real WWII tank battalion was something like 80 or 90 tanks. So a full-strength tank battalion is going to be way over the stack limit. This seems to be why tank units in the game are under-strength by about half, in order not to surpass the stack limit. Panzer IV and Panther battalions have stack values of precisely 100.

The Panzergrenadier battalion is also well above the 100 one-hex stack limit. I'm sure there are others.

In terms of modding, there are maybe a couple of ways to approach it:

1) Model tanks, and maybe some other units, as companies rather than battalions. So a German tank battalion would become four separate units. I don't really like this, as the increased number of units gives advantages in securing terrain.

2) Raise the attacking stack limit from 100 to 200. As far as I'm aware, game rules cannot be modified, though. Is that correct?
