Spaceport Build and Repair Speed

Hi,

Now there's this thing that I wonder since months. As an example in my current game, I have 2 spaceports, both of the exact same design. Their base build speed & repair speed are respectively 4.00/sec and 12.00/sec due to their Construction Yard (v2).

Fine. Looking at these stats in the popups of the Construction Yard list (F8), it becomes:
    • Build Speed: 4.20/sec
    • Repair Speed: 12.60/sec
      This is overall +5% bonus
    • Build Speed: 5.20/sec
    • Repair Speed: 15.60/sec
      This is overall +30% bonus
Where the hell do these bonuses come from? It's not the population amount of their planet (anyway this only applies to the planet's build ability), nor the population race(s), nor a planet bonus, nor any character with specific bonus at the place (either planet or startport), nor anything I could find anywhere. To the least, I have an empire Ship Construction Speed of 15% (5% from Leader + 10% from Teekan race), but this does not match and above all else, it does not explain the difference between the 2 spaceports.

That's something I noticed in all my games, and in general, even with many spaceports, there is one with a big bonus applied which I don't know where it comes from (it's not even my homeworld spaceport).

I think this is a bug. Now that I have updated both of them to a new design, build & repair speeds match with a +30 bonus. Still, I don't know where it comes from...

Maybe it gets fixed after a save and reload as well?

Yes, If one base is short on needed resources it will upgrade slower. I've seen this in my own tests....GP

Yes, If one base is short on needed resources it will upgrade slower. I've seen this in my own tests....GP
I'm not sure if that is what explains the reported build rate capacity as implemented, though it makes perfect sense that it could be. The build, or construct order, only gets queued by the game if there are sufficient resource to do so. My understanding is that once a build order is accepted the game reserves the needed resources. Are there implemented exceptions to this rule I wonder. A colony raid by the pirates successfully depleting them is the only thing I can think of.

How could one base be short on needed resources, given that in DW2, construction is impossible unless you have the resources required for construction locally available.

The last sentence in my response was a possible explanation - in response to the below quote.
