[1.12a] Convert rail to HS on the first turn of the game

I just started a new game on the latest beta version, 1.12a, and it lets me to convert my rail to high speed version on the first turn of the game, even without the required technology. Save file attached.

Hello. Wow. Ive never had a game where my regime spawned with an intact rail station.

It doesnt sound like a bug to me. Im just jealous ;)

Giving you the choice of a high and a base level of rail is important. High Speed Rail probably takes more energy to run. There may be some other costs associated with it too, as Ive never played with it. So a brand new, budding empire may do better without it.

However, you can always choose the upgrade and mothball it until you capture some energy producing hex perks. Rail alone, let alone High Speed Rail, will be hard to use in the early game for sure. But if you have it, you can just turn it on later.

And if you choose to upgrade, your empire will have a relic infrastructure from the old Empire. Your won't likely need any of that massive excess of logistic points any time in the next 50-150 turns, depending on metal availability and everything else, but I would still keep it.
