Weather Penalties/Bonus question Editor

Was trying to find in the Editor were you set bonuses/penalties for combat due to weather.

I could not find anything

All I found was movement penalties for the weather.

Anyone know if their is an area to edit combat bonuses due to weather?

All other weather related effects are hard coded.
