Need help to make a custom mod

Hi guys I've been playing distant worlds for a good 500+ hours and have gotten to the point that I want to create a mod that isn't that large but is a little different from what is already out there.

I gained inspiration from the das chrome, retreatue and bacon mod as I enjoyed the multiple new races and government styles along with research.
I have also seen bacon's impressive work on colonising asteroids in pirates of jupiter bacon scenario which got me thinking if a repeating race specific event could be fired to spawn in moons around the capital planet.

I wish to make a custom race with its own permanent leader, unique government style, custom characters, race specific special events and a very ambitious hope to be able to have a special event which directly spawns a moon around the pre determined capital planet when a colony ship is built on that planet or spawns one every year which is done without the requirement of actively opening the ingame editor.

I personally believe the most difficult part to be the last one as I dont even know if its possible to do but I wish to try to see if I could do it. And if it is possible I wish to share it and create another mod after this one.

So far I've gotten started on the government style, permanent character and currently working on the custom race.

I am open to any advice or help that is offered as this is my very first time trying something like this.

Not possible. The 29 race events allowable are in the modding guide. Roleplaying with the editor is the only option I see.

There goes my hopes and dreams ;u; (until I decide to dig deeper into the code like bacon's mod)

For the moment I'm still trying to create the race, characters and government style. Plan to use stock human images for them until I can get better images to replace them with but don't know if I'm doing it correctly.

Update

I have set up the custom race that I had originally wanted to create and have got it running however I have run into a major problem. The ai is not building any military ships at all even though the size is perfectly fine and so are the components necessary but for some reason the ai will not build any military ships at all. Building the ships is definitely possible as I can manually order and purchase the construction of said military ships in which they will be build and function normally however I am unsure as to why the ai will not automatically order and construct the military ships. If anyone knows how to fix this please let me know.

Update

I have fixed the problem regarding ai not building military ships which was apparently related to the custom government style which had almost 100% maintenance reduction however setting the maintenance reduction to 95% fixed this problem for some odd reason.

After multiple tests I have come to the conclusion that the spawn chance and rate of scientists, colony governor, and ambassador is strangely not increasing the number of characters that I should have since im pretty sure having only 1 scientist and no colony governor for over 2 hours at speed 4 on full auto is not how it should be.
