Reinforcing Naval Unit

Now did the Naval unit at Kuressaare (the DE is an upgrade MT). The city is occupy by the Germans. So how did the unit get upgrade? see atch: see the game date stamp for correct order.

Looks like the Port is still under Soviet control, but in this case the unit in the adjacent city could attack that naval unit there as it should be quite vulnerable.
