Yugoslavia - no Coup?

In our current game it is now Nov 41 and Yugoslavia is still sitting at 45% Axis. There has been no DE event. i know it is a 50% chance each turn, but what re the odds it not happening for 8 consecutive turns? Has anyone else sen this happen?
