Units With Zero APs At Start

In the Wacht strategic game there are many Allied units which temporarily start with zero APs. My understanding is that they can become activated when they are attacked or when a German unit moves adjacent. However, I'm finding quite a few units which have been attacked and severely damaged but still are not able to move. The attached screen print shows one such unit.

Their activation depends upon their high HQ and it's activation. The HQ's have a percentage applied to the of unit's under it's command that won't activate, it's random. By turn 4 or 5 all Allied units, except reinforcements, are generally all activated.
