No Pearl Harbor attack by the AI?

I was surprised that in my game as allies against the expert level AI, that the AI didn't attack pearl harbor before the US entered the war. Is this a common occurrence?

I only ask because in my many games against the AI in Attack on Democracy, the AI always attacks pearl harbor prior to the US entering the war.

I have been following The Edmons game against the AI, and I noticed that the AI didn't attack pearl harbor in his game either.

It's too complicated for AI to plan and execute a Pearl Harbor attack. Even in PBEM some players don't bother.
