AI attacks convoy rout they are not at war with

AI (in this case Japan) is sending submarines to attack a USA convoy route but they are NOT at war with the USA.

See this in every simulation I run.

Their is no script, the Japanese AI immediately sends his subs to just sit on a convoy route it can not attack.

I don't know if they are doing damage but the USA (which owns the convoy route) is neutral and not at war. Japan just moves the subs their on its own in every game.

If I remember correctly, I believe subs can raid convoys such as the US Lend Lease to the UK or USSR prior to the US joining and being at war with the raider nation, however it would indeed be incorrect behaviour for the raiding sub to sit on a convoy line where the recepient of the convoy is not yet a belligerent.

I'll add a check for this for the next update.

Thank you, that convoy was the Philippines to the USA and both countries are neutral.

Perhaps your check should be if the recipient is at war with the owner of the submarine (any ship actually) then the convoy can be targeted.

Yes, that is exactly what the check will be, belligerent status between convoy recipient and potential raider.
