USA Prepares for War hardcoded in EXE

I am noticing that the USA, sometime around 90 or so mobilization, gets a

USA Prepares for War

Mobilization increase (about 5% or more) but their is no event tied to it. Is their something in the EXE were they automatically have their mobilization increased at a certain point?

Yes, when a Major reaches 90% mobilization then the engine kicks in to move it towards 100% over the next few turns.

This auto push is annoying, just want to put my two cents in on that one. It took me almost two weeks to get it so USA would not come into the war a half a year early. I had to remove everything that was random about USA Mobilization and give it hard numbers and mathematically calculate it out.

USSR, just saw it go from 88 all the way to 99 (again annoying) with no event. It started when USSR hit about 80 and I keep seeing it fly up about 6 each turn and their is no event tied to that.

Curious, why was this put into the EXE when it could have just been done in the existing events.
