Our culture level is currently only found in the statistics window...
It should be visible in the Empire dashboard report alongside tech level and admin level.

Isn't culture level the same as civilisation level (which features prominently in the dashboard)? Only in the stats tab it's shown without a decimal. If you look at other major regimes, you can see their tech, admin, and 'culture' levels - corresponding to your tech, admin, and 'civilisation'. And the stats value tracks the value in the dashboard (although the precise numbers might lag a bit due to - I think - the granularity of the graph display).

But I do agree the nomenclature should be consistent across the board.

Yes it is the same as civilisation level.
And yes, the nomenclature must be consistent across the board.

It's not only in the game that this brings confusion, but also in the manual.
5.3.11.4. Regular and unIncorporated zones
...The Zone Stats do not impact your Regime Stats, like your Popularity or Culture Level.
5.6.2.1. fate PoInts (fP)
... and by gaining new Tech, Culture or Admin levels.


I believe I have completed the corrections to be made in the manual.
On the other hand, in game, I cannot list all the inconsistencies.
It seems to me that I once received a request to increase this culture level, which led me to these investigations.
And there are, obviously, the regime's reports.

In terms of the two screens discussed above, they look exactly the same to me: root-mean zone civ level (see tool tip)

Are there any major benefits to advancing these headline stats, like 'Civilization Level', aside from a draw of Fate Cards?

For instance, I have seen a "Large Bureaucracy" modifier somewhere, which seems to affect my overall BP efficiency, which is a big deal, and that seems to be linked to the 'Admin Level/Total BP' banner stat.

About the difference in game between 'Culture' and 'Civilization', there are places in the game where the terms are used for distinct but interacting things, as in the Zone 'dashboard' tab, where 'Culture' has its own dropdown, and you see for example: "Culture Type: Theocratic", but doesn't seem to do very much for now.

I hope that cultural diversity, traditions, and the appearance of appropriate and realistic effects from having populations of two or more cultures- and so two or more idea profiles- together in the same zone; or some implementation of a full culture/civilization mechanic that isn't just a measure of total amenities, is part of the development plan.

Otherwise, the terms can be used interchangeably. But be careful because, depending on the context, they are used alternately to describe either a quantity or magnitude, or an identity or type.

The distinction between "a culture", as in a type; and "having culture" or "high culture", as in an attainment of education and arts, is sort of fascinating to me. This is because it turns out that, in history, highly developed cultures have often become corrupt and incapacitated, while civilizations with a very low material quality of life can have a rich culture and Quality of Life, under good conditions.

Added to to-do list. There might indeed have been mentions of Culture Level instead of Civilization Level left in the game. (before it was called Civ Level it was named Culture Level, which was found to be confusing with the Cultures)
