To keep soviet units from railing out you have to take the hex SW Proskurov to block all the rail lines leading out. I would recommend going to this hex and put RFSS at a minimum with this regiment. (Of course you could rearrange later attacks and/or bring more here for defense. There are many German units here that can be brought for defense of this hex
