[1273.1] Weapon allocation is lost

I've delved deeper into this. If I manually allocate fire to those targets in the non-nav again, then they allocation stays, and they are correctly targeted.

It seems that the initial allocation was not marked as 'manually' allocated. Manual allocated weapons should not be impacted by the non-nav.

Working on why the original allocation was not marked as manually allocated.
