Manual updates

There have been some changes that aren't reflected in the manual (or air forces addendum). Bunkerization assets are the most obvious culprit; there's little to no documentation about what they do aside from tooltips, which aren't exactly detailed.

A "big" update to the manual is scheduled for the arrival of the Oceania DLC.

It'd be nice if details on the Cults, Corp, and Crime modules were laid out.

I think it would be very good to move the hotkeys section to a new appendix or at least having a copy as an appendix. At best with a page break to have them all on one page.
