[v1.12g3] Missing minor leader name or title

During certain diplomatic events involving decisions with minor regimes, the minor's leaders name (or possibly title, but based on the lack of article, I think it's supposed to be name) should be at the start of the text. However, there's nothing there and it instead reads " of <Regime Name>...". I've attached a screenshot of it happening on an advisor request, but I have also noted it on an extortion for credits to prevent an attack. If I see more examples, I'll add them below.

Examples seen:
*Minor regime requests advisors
*Minor regime demands credits or their raiders will invade
*Beleaguered traders column (Where the missing leader name should be is halfway through the message)
