Russia Amphibious Operations out of Leningrad

You need to make an Open port the first location to spawn an Amphibious Unit if available, even if it was a 1 hp port.... a Marine Unit in Leningrad will spawn in the small lake east vs an the open port in the Baltic. This is just silly and waste the Russian MMP and time and makes your logic look silly. if the game was close it would really piss off the Russian player.

There were no ships blocking and the port was in full health and still the Marine jumps into a lake that does nothing but make you land back at Leningrad and bitch about how silly that logic is.
