I like this scenario, but I'm still not really convinced about the possibility of one side finding itself boned early by too many cities flipping to the opponent. How does the scenario handle the assignment of cities? What are the various factors?

Maybe a city will join your side. Maybe it will join the enemy. Maybe it will decide to stay neutral. This is all part of the design intended to mimic the real world of Bismark and make each game a new experience.

The Imperial and Leftist capitols are selected by the program from six possible Imperial/Leftist combinations. Other than by restarting the scenario, the player has no part in deciding the capitols. The remaining 14 minor cities are activated by the player using Theater Options randomly offered by the program. Since random numbers generated by the TOAW engine are employed it is always possible that a game will become one sided. If that is the case, it should be obvious within the first ten turns and a restart can be agreed to by the players. In this scenario the first ten turns goo by quickly so little time is lost.

Of course, a player is not required to use every Theater Option. A payer with more than 8 city TOs has the ability to activate only those minor cities needed to keep the game competitive. Excess TOs can be ignored without penalty. Sometimes it can be an enjoyable challenge to fight an enemy from a disadvantageous position.

The scenario was purposely designed where strength, allies and deployments are initially unknown. Unfortunately, this can lead to one sided games where the only sensible thing to do is restart.

10 turns is perfectly reasonable, good design choice.
