New Orleans Flooding Event Prevents Attack?

Not sure what is happening here? Previous turn I attacked this river ironclad with my division fine. Next turn I get the levees flooding event and I cannot attack with my division but can with fort but attack is 0. Does the rain prevent a river attack by a land unit or is the event borked?

The hex that the river ironclad is in in your screenshot is a sea-only hex, rather than a land+sea hex (like most tiles in rivers are). Land units can't attack naval units in sea-only hexes.
