Winter '41 and Axis Assult HQs

My question is ... how many pz armies do you leave in assult mode during the winter? It would be nice for any units still in them to build beyond a level 1 fort for the blizzards!

All of them. Create fortified zone units if you need to raise the fort levels.

I wouldn't change any of the existing Assault HQs to non-assault as you'll need them for 1942.

As Jango said, utilise your non-assault HQs first and when you've used up those command points, put the remaining corps/armies in assault HQs.

I agree - keep 4 Assault HQ.
Extra command capacity, better rolls, etc.

You can juggle units around too. Have your non assault units dig up to lvl X fort, and then assign them to the Assault HQ or so. Or move the 'assault HQ' tied units into fortifications made by other units.
They won't dig further BUT they will keep the current fort level up.
