13 December, 1954
General Collins and General Paul Ely, commander of the French military in South Vietnam, signed a "Minute of Understanding" to govern the withdrawal of French military forces from South Vietnam. The South Vietnamese army would be reduced in size from 170,000 to a more-affordable 90,000 men, the Americans and French would cooperate in training the army, and France would turn over full control of the Vietnamese army to Vietnam by July 1955.

McNamara met with senior U.S. military leaders in Hawaii to discuss the implementation of the expanded military aid to South Vietnam. He listed three tenets: (1) We have great authority from the President; (2) Money is no object; and (3) The one restriction is that combat troops will not be introduced. In closing the meeting McNamara said the job of the U.S. military "was to win in South Viet Nam and if we weren't winning to tell him what was needed to win."

A Saigon newspaper highlighted the growing violence in the countryside of South Vietnam: "Today the menace is greater than ever, with the terrorists no longer limiting themselves to the notables in charge of security. Everything suits them, village chiefs, chairmen of liaison committees, simple guards, even former notables...In certain areas the village chiefs spend their nights in the security posts, while the inhabitants organize watches."

Operation CLEAN HOUSE I begins. The 1/8, 1/7, 2/7 (1st Cavalry) and elements of the ROK Tiger Division will conduct a search and destroy operation in the Suoi Ca Valley of Binh Dinh Province.

Operation SMASH I&II is launched. The 173d Airborne Brigade, 1 RAR and the 2d Brigade, 1st Infantry Division will conduct a search and destroy operation in an area 23 km southwest of Xuan Loc and west of the Courtenay rubber plantation, between Route 2 and the more distant Route 15 to the west.
8-19 Dec.
Operation MATADOR begins. The 1st Cavalry will join the 42nd ARVN regiment and conduct a search and destroy operation to reopen QL-14 between Kontum and Pleiku.
8-20 Dec.
Operation HARVEST MOON initiated. The ARVN 1/5, 1/6 and 11th BDQ Bns will launch a search and destroy operation in the Que Son Valley from Thang Binh to Que Son. Task Force DELTA (SLF 2/1, 3/3, 2/7, 2/9 Marines) will stand ready to reinforce if needed.

Operation Game Warden (Task Force 116) began. It was a U.S. Navy and Republic of Vietnam Navy operation in the Mekong Delta to patrol the rivers and coastal waters, prevent the infiltration of soldiers and supplies from North Vietnam and deny the VC access to the waterways.
After a visit to South Vietnam, Marine Corps General Victor Krulak wrote a report expressing disagreement with General Westmoreland's strategy of attrition. It was "wasteful of American lives, promising a protracted, strength-sapping battle with small likelihood of a successful outcome." Krulak proposed instead a focus on a pacification program to provide village security plus increased air strikes.
For the first time since the beginning of the war, Saigon came under a VC mortar attack. One of the first rounds exploded inside the Kieu Tong Muo police precinct station, about 4 miles (6.4 km) from the city center, although there were no casualties.
