A question about those hex numbers

I have looked for this answer but I just can't find it. What does the number in the hex mean when an overlay is pulled up?

Section 11 in the Game Operations Manual (FM-01) covers all of the overlays and their meaning.
OTS is looking forward to Southern Storm getting released!
