Maybe the problem tracked by MM, same initial situation. Creating a trade with two major countries (UK --> France). The European convoy lane is used. And, just after the trade, we can see that there are ships on top of it.

Now, in my PBEM game against @generalfdog, he has invaded Greece. So, I am creating a trade between UK and Greece to send some PP. This will use the Mediterranean convoy lane.

But, despite the trade is created, we are seeing no ships on top of it. And, the trade routes are not linked west of Istanbul. So normally, only ships are to be used.

The issue is there is no convoy going across the med for the Allies.

If I did place one it would be very dangerous for them.

I'd have to rewrite the convoy lines and test them. it is a very delicate balance.

ADDED Convoy lane for Greece

Perhaps the best solution is to have two lanes: a Western Med and an Eastern Med convoy lanes. And, of course, the road is dangerous but that is why you can turn it off.

I am not even sure a split of the Mediterranean convoy lane is needed. I think just moving the trade line for Greece like this is enough to solve the problem.

And keep the current trade line for Istanbul unchanged just in case it is attacked by Axis powers.

All right so, as soon as I have cut off the link with Turkey, the sea convoy lane was indeed activated. And, I can intercept some MM with Italian ships.

So, either you leave it as it is, either you are putting directly the sea convoy lane has activated by default. I don't know if a neutral Turkey would have allowed some UK shipments to an enemy of the Axis powers on its territory.

Problem is still there in 1.00.19 patch.

Still deciding. I don't want to make Greece a 20 hour project for a country that won't last more than 4 turns.
