Possible mis-print in manual, or no-spawn? (bug)

On p21 of the Strategy Guide and pop-ups say this, upon DoW to USSR.

2 Rifle Corps will deploy at Moscow, Stalingrad and Rostov

Confirming that 2 Rifle Corps ~do~ spawn in Moscow and Rostov.

However, 2 Rifle Corps do ~not~ spawn in Stalingrad.
Zero Rifle Corps spawn in Stalingrad.

Can anybody else can confirm/duplicate this? (I was messing around with a HotSeat Game to test something)
I'm not in a twist either way.
I'd say either a bug, and add the two Corps to Stalingrad.
Or delete it's inclusion in the Manual/Pop-Ups.

The Corps in Rostov and Stalingrad may not deploy straight away, but later.

I think I'll change this to be automatic. Thanks for mentioning it.
