Build 1300.1 Release Notes (changes from B1299.1)

* Fixed: Releasing references was clearing fresh-loaded scenario's message log
* Fixed: [Event Edtior] For in-area triggers, units in cargo should be ignored as they are no actually on the ground
* FIXED: #14833: Shotgun Doctrines non-functional
* FIXED: "To Go: Error" being displayed at benchmark window at end of execution
* FIXED: Threading deadlock if map tiles are still loading at game shutdown
* FIXED: Game Freezes occasionally for a few seconds (Steam non-Beta Version)
* FIXED: Long-range AAW missiles were lofting even at close-range snapshots
* FIXED: [B1298.1] Hero 120 Munition Twirling endless after manual and automatic firing
* FIXED: Wpn Quantity redistribution in salvo only if there are enough fireable weapons left
