When Exactly Do Partisans Appear?

Many of the partisan icons on the map have a red "no" symbol painted over them, but if I don't station a unit there, then sometimes partisans appear despite the 'no' symbol. Even when I diplomatically align or liberate a country, I still often see regular partisans symbols there. Sometimes these seem to match up with some of the scripted events (e.g. Arab nationalists in Egypt, Chinese Communist partisans in northern China) and sometimes they don't seem to do anything. It's all a little confusing.

Can anyone explain exactly when and where partisan units will have a chance of appearing?

I've noticed the ones that have the strike through only disrupt supply. The ones that are bold color will actually spawn a partisan unit.
I could be wrong, but that is what I noticed.

The partisan locations with a red circle and a line through them represent locations where partisans will reduce the strength of resources but will not spawn actual partisan units.

The only way to guarantee a partisan unit not appearing is to have a unit posted on or adjacent to the regular partisan hexes.

Brilliant, thank you. What about air units and naval units? Will they stop partisans? Does it matter if a ship is in a port adjacent to the partisan symbol vs. just floating in an adjacent sea hex?

I've never tried with a naval unit, but I know air units can prevent partisans from spawning. The manual says any unit, so it's likely naval units can suppress them as well. However, the best units for the job are cheap garrisons or armored trains. Especially if the Partisan location is well inland and away from the front as most usually tend to be. Partisan spawning locations close together can be covered by just one unit if you place it between them.

Also be aware that partisans won't appear if a country joins your side through diplo. For example, if you flip Yugo to Axis all those partisan locations will be inactive.
