unload troops on own/enemy hex

Hi

the subject says it all... can my opponent use a normal transport (not amphibious units!) to move the ship to a port and then unload it to MY territory? The port is adjacent to both sides so I just ask myself if I should guard that city. If he can not unload to my side I have a more time to prepare.

If your opponent controls the port, then yes, he can unload into the land hex that is nominally yours, provided you do not have a unit there.
