Clarification of Zero Oil Affects Air

On Page 61 in the table on the line for Air it reads:
"Can't attack or defend" but references a note which reads:
"An air unit defending over friendly territory has a 50% chance of defending with no oil"

Does this mean that one friendly air unit within range of the attacked hex has a 50% of intercepting or adding it's strength to a defending a ground unit even though that country has zero oil?

No you still need oil. If you have 1 oil and it takes 1 oil to fly there is a 50% chance it uses it.

I added this in due to the game data. WP2 it will just be half oil as I will adjust the numbers. This rule wasn't in place in the original v1.00.00 game.
