[1.10.11b] Water overwrites guaranteed metal deposit

The save was started on tech level 4, so everybody should have received a guaranteed metal deposit. However, two players, including the current one, did not. Apparently it happens when capital is near water.

bump, still an issue and makes it hard to play MP on any water-containing maps
