Here's the DEC notes:
Event Fires: On or after October 1, 1870, if Germany controls Metz, Strasbourg and
Belfort, and there are fewer than 20 French units within 60 hexes of Strasbourg.
Cost of Accepting: Nothing
YES: Germany will win an immediate Minor Victory.
NO: Nothing. This will allow the German player to attempt to win a Major Victory by
further reducing French Fighting Spirit or capturing Paris.

Playing France here. Its mid Sept 1870 and have a considerable force on the field.

Question 1: Do HQs count as a 'unit'?

Question 2: Considering 'On or after Oct 1', if I have 20 or more units within 60 hexes of Strasbourg on Oct 1, then decide later let's say Oct 10 (as an example) to pull out some units within the 60 hex sphere...will DEC 1 fire up for the Prussians consideration?

Curious about this because I am wondering if I need to keep at least 20 units indefinitely within the sphere.

1/ Every unit type counts - infantry, HQs, forts, even Gambetta's balloon :D
2/ It fires the first time the conditions are met, so in your example yes it would fire effective Oct 10th.

60 hexes from Strasbourg is everything east of the big swamp about a dozen hexes east of Paris - draw a straight line north and south of that swamp to the edge of the map and you get a good approximation of the range.

I will note that this DE (and the reverse one for a French victory) is really only intended as a way to officially end the game quickly should an outcome become super obvious - I am keen on knowing if you think the conditions are too harsh :D

Ah, good to know that Hqs, Forts and Gambetta's Air Taxi Service count as units. 😁
No I don't think it's too harsh. I just don't want to have my opponent to have an easy way out by getting an early Minor Victory as my insurgency develops into a full blown conflagration. 🔥
