I also had trouble starting this scenario. I used the Matrix download version of 1307.
My error, however, was a little different. The program provided a message that implied that the game won't start unless a valid key is provided. (It was the same message that Ride Tide and Kashmir had except those actually showed as being locked.)
In this one the scenario did not appear to be locked in the list of other scenarios, until you try to actually start it. I did not try to update the DLC, like I did with the others, because this was 'sort of'' a different issue.
EDIT: I went ahead and used the DLC installer, and the scenario now has its key attached and works. It did yield the same situation described by the original OP. I believe that that has to do with changes to the scenario and database, and not to the actual game.
Additionally, when installing through the DLC installer, I noticed that three other scenarios were listed in there as well. I then tried to start them and found out that they also had key issues. So, I went back to the DLC installer, and installed those that were in the list, and now all work fine. So, if anyone looks into their DLC installer, and sees scenarios that they have paid for and they are listed there, then those likely need to have the key installation in order to work. It's just a tip.
I had the same error starting. Also once in the scenario, the magazines at airbases were empty. I loaded into the Scenario Editor to confirm -- empty magazines.
