You can also get some bonus PP by withdrawing some important ships early. AFAIK, this is only British ships like BBs and CVs.

You can lose PP each turn if you do not have sufficient garrison in one of your bases and the die roll brings a partisan attack there.

And the number of automatic daily PP per turn can be changed in the Editor (which creates a new scenario) but this must be done before game start. You must save that scenario in an available slot (above 25) and then choose that scenario when you start the game.

You can gain some PPs by withdrawing air units early as well. This is valid only if that unit is scheduled to withdraw in the near future. In my experience, the earlier you withdraw them from the date they MUST be withdrawn, the more points you get. However this is not a HUGE bonus so it should be used judiciously. If you do this, you should take all the pilots out of the unit first (that doesn't impact the PPs awarded as far as I know).
