Ghosts of the Pacific Mobilization Question

Third MP Hotseat match we are wondering if the incoming mobilization units dates of appearing are slightly randomized. We seem to noticed (but don't have a screen shot) that some Bolivian units mobilized on different dates. Our scribbled notes say so but now we are not so sure.

Always best to write and keep contemporaneous notes in a log! That works better than my memory haha.
Also...it's a routine that has saved my hide in the past when questioned about some incident that happened 6 months prior and far far away from the office let's just say.
