Murmansk and Archangelsk Lend Lease

In my game as Axis, I have cut the rail line from Murmansk to the rest of the USSR.

Will the Allied AI player's lend lease convoys now be routed to Archangelsk, but not in winter months - when the White Sea is frozen?

Doe the AI player save up all the PPs that cannot be sent to Archangelsk in the winter months, and then sends these when the White Sea is not frozen?

If you cut Murmask they don't get PPs in winter months

They A.I. isn't a production genius. It spends all of what it has and buys what it needs.
